The proposal is to create a new company, Rural Sector Wingen Ltd, to harness wind energy on a massive scale. The company will initially be owned by a multitude of small scale investors from the rural sector in general, as well as by the farmers and landowners who will be asked to give the company first call on suitable sites for wind generators (wingens).
A big buy in by the rural sector delivers political power. And a big buy in
by potential site owners delivers huge commercial power.
It will be a very profitable company returning to the rural sector the scale
of profits being experienced by the current international and national companies.
Start up requires an initial core financing of £10 million from the multitude
of small shareholders. Maximum initial shareholding will be set at £20,000;
to ensure a big spread of ownership. As soon as this level of investment is
clearly available the Board will move the initiative from concept to reality.
It is envisaged that the company could develop the capability within 12 years
of generating 30 Giga watts of electricity into the National Grid from 30,000
three-megawatt wingens - compared with the UK's current generating capacity
of 85 Giga watts - making the company one of the biggest power suppliers in
the UK and reducing carbon emissions by 300 million tonnes a year.
The projected spend over 12 years is £90 billion with the opportunity to utilise spare engineering capacity in areas such as Clydeside and Teeside for the manufacture of wingens. The scale of the operation will enable the company to attract the best technical, financial and administrative management available, with massive buying and financing power and substantial control of the electricity output price.
The "buy in" by farmers, landowners and other rural dwellers will allow profits to be delivered back to rural communities rather than into the hands of city entrepreneurs, who are creaming off the profits at present with landowners receiving only "crumbs" from the rent of suitable windmill sites.
The project has
the potential to make a major contribution towards the Government's stated objective
of harnessing more energy from renewable resources, to comply with international
targets. A massive demonstration of support from the rural community by investing
in Rural Sector Wingen Ltd would ensure the project is given a fair political
wind, including the easing of current delays and restrictions on planning.
